
Generation Hope Bolivia: Youth Leadership in Climate Action
Amid growing awareness of the triple global and national crisis — climate, environmental, and biodiversity — youth leadership in climate action has become strategically vital. This momentum is reinforced by the historic opportunity of our Latin American region hosting the 30th Conference of the Parties on Climate Change (COP30) in Belém do Pará, Brazil, in November 2025.
Within this framework, the Generation Hope Bolivia campaign launched the second edition of the COP30 Simulation in Santa Cruz. Youth organizations preparing to engage in the official Conference gained essential insights, while the simulation served as a platform for coordination that ultimately led to the creation of the Youth Platform for Climate Justice. This new platform was built with broad territorial participation, diverse voices, and representation from youth organizations across the country.
Our POWER4AY project played a key role in this activity, enabling the signing of a Memorandum of Understanding and a Joint Work Plan with the Plurinational Authority of Mother Earth (APMT). This alliance will empower young people to influence the inclusion of an intergenerational approach in Bolivia’s Nationally Determined Contributions (NDC 3.0), in line with the Paris Agreement.
In addition, with the leadership of the local youth organization Graha–Propacha and support from UNICEF and AECID, we facilitated the participation of 15 fellows — from our projects and allied youth organizations — in the Diploma in Climate Negotiation Training at Universidad Andina. We also partnered with our ally PBACC (Bolivian Platform for Action on Climate Change), a youth activist network, to run a cycle of climate observer trainings that brought together more than 300 participants from across Bolivia.
At the regional level, in coordination with Save the Children’s Civil Society Support Program (PASC), we organized two webinars in partnership with CANLA (the Latin American node of Climate Action Network), which showcased the testimonies and experiences of Bolivian youth in climate platforms.
As a result of this joint effort, we expect to support four young people to attend COP30 in Brazil in November 2025, with the aspiration that at least one of them will be designated as an Official Negotiator.
