Health Services Implement Comprehensive Adolescent Care (AIDA)

According to Bolivia’s Ministry of Health and Sports, in 2015 there were 82,416 reported pregnancies among adolescents aged 10 to 19. By 2023, that figure had dropped to 32,660, yet adolescent pregnancy remains a major challenge. The Ministry notes that one factor contributing to this decline was the rollout of the Comprehensive Adolescent Care (AIDA) strategy across the national health system under the Universal Health System (SUS).

AIDA centers follow up on the overall growth and development of each adolescent, providing guidance on biological changes, sexual and reproductive health, and access to contraceptive methods. They also ensure referrals to specialties such as gynecology, dentistry, and endocrinology, enabling the early detection and treatment of hormonal, nutritional, and metabolic issues, among others.

Within this framework, Save the Children Bolivia has been supporting the implementation of the AIDA strategy in health facilities in Cochabamba, helping them obtain official certification from the Ministry of Health and Sports. Certification requires compliance with nine indicators covering standards such as: service quality, accessibility, information, confidentiality, local partnerships and networks, awareness-raising and training, health staff performance, availability of medicines and contraceptives, and adolescent feedback mechanisms that continuously improve services.

In partnership with the Departmental Health Service and the Municipal Health Secretariat, Save the Children Bolivia supported 11 health facilities in Cochabamba (10 primary-level and 1 secondary-level) to achieve AIDA certification. These facilities also received equipment, staff training, and support to set up adolescent-friendly spaces known as “Youth Zones.” In addition, more than 1.500 adolescents have been trained in personal empowerment, sexual and reproductive health, and economic empowerment — all within the framework of Save the Children’s Comprehensive Adolescent Development Strategy.
